Kiwanda Haystack Rock is a large basaltic offshore rock located near Pacific City, in Tillamook County, Oregon.

  What can you do here?
Access to the offshore rocks is prohibited as they are important habitat for seabirds and marine mammals. Haystack Rock can be viewed well from the beach adjacent to Pacific City, which is accessible from the public parking lot near Cape Kiwanda.

Who Owns this Site?
Submerged and submersible (intertidal) lands: Division of State Lands; offshore rocks above Mean High Water: US Fish and Wildlife Service; adjacent beaches and upland: Oregon Parks and Recreation Department as part of Cape Kiwanda State Natural Area.
  Who Manages this Site?
Offshore rocks are managed as part of the Oregon Islands National Wildlife Refuge, with the upland managed as Cape Kiwanda State Natural Area. Kiwanda Haystack Rock is located offshore of OPRD Area 1 (North Coast) and within the Cape Lookout Management Unit.
