Submerged and submersible (intertidal) lands: Division of State Lands; offshore rocks above Mean High Water: US Fish and Wildlife Service; adjacent beaches and upland: Oregon Parks and Recreation Department as part of Cape Kiwanda State Natural Area. |

 Offshore rocks are managed as part of the Oregon Islands National Wildlife Refuge, with the upland managed as Cape Kiwanda State Natural Area. Kiwanda Haystack Rock is located offshore of OPRD Area 1 (North Coast) and within the Cape Lookout Management Unit. |
